What we have found in the past is that site surveys are done in winter when the light is lower and a demo is set, up then the client signs it off, then when in the summer and the brighter sunlight the issue is raised.
It is similar to wireless network signals, when they first came out and when in the summer businesses find they cannot access the internet, they found that the trees had leaves on and this was the problem as autumn was when the site surveys were done.
